Background
In a case described by the Maritime Police Command in their correspondences to the Council as “Forgery, Conspiracy, and Economic Sabotage,” an investigation was initiated into alleged contraventions of the Nigerian Police Act. This Act empowers the Maritime Police to enforce a hold on any suspicious consignments within Nigeria’s jurisdiction.
The investigation highlights the critical need for Global Compliance with key international Maritime Security Standards, including:
- The Security provisions of relevant IMO Conventions (such as SOLAS Chapter XI-2 and the ISPS Code).
- WTO Trade Facilitation Agreements.
- Rigorous Customs procedures outlined by the WCO.
- Best practices advocated by the Global Shippers Forum for supply chain integrity. Some of the alleged Offences
The Command cited the following offences as grounds for placing hold on these containers:
- Illicit manipulation of Container Manifest data.
- Suspicious documentation involving the integrity of Bills of Lading.
- Compromised Seal integrity.
- Inaccuracy of the declared Harmonized System (HS) Code cargo classification.
